Head of Finance for Site Delivery (Manchester, GB, M1 4HN)

Sizewell C’s business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure at Sizewell C in Suffolk. Overall, whilst the Company is in the construction phase, the Boards’ principal focus is on the development and construction of Sizewell C on time, on budget and to the highest quality and safety standards. The Company is maturing to meet all these requirements.

Sizewell C is economically regulated by OFGEM under the Regulated Asset Base (RAB) model similar to other UK electricity distribution networks and Thames Tideway.

Sizewell C construction strategy is to replicate the design of Hinkley Point C, using the majority of the same supply chain, but innovating in the way it is delivered to achieve savings in time and cost of around 20%. The CCO will need to be guided by and incorporate lessons learned from the Hinkley Point C commercial delivery to achieve Sizewell C’s ambition.

Following Financial Completion and Revenue Commencement, Sizewell C is fully funded and is owned by; The Secretary of State for Energy Security and Net Zero representing HM Government, La Caisse, Centrica, EDF and Amber Infrastructure.

About the Role

As Head of Finance – Site Delivery, you will lead financial governance and strategic financial planning across the project’s Site delivery programme. You will be responsible for ensuring transparency, financial discipline, and value for money within one of the UK’s largest capital programmes.

Job Purpose / Overview

The Sizewell C Project requires a Head of Ancillary Works to manage the Engineering, Procurement, Construction and Handover of Structures and Components, ensuring that their scope is delivered Safely, to Quality, on Time and within Cost parameters for their respective scope in accordance with the overall SZC Project schedule.

Reporting to the Main Civil Works (MCW) Programme Manager, the Head of Delivery is responsible for the direction & leadership of all activities associated with the full life cycle delivery of the Main Civil Works (MCW) elements assigned to them which are the Main Civils for Unit 1 and 2.

Within a matrix organisation, the role holder will have responsibility to lead / manage a team of Project Managers and functional support to ensure delivery of the associated assets, structures and components, up to a capital value of £1.2 billion.

In addition to the Project Managers who will directly report to them, the Head of Delivery will have to engage and interface with a matrix team of other disciplines forming the project delivery team eg: the SZC supply chain team, the Responsible Designer (RD), the NI programme, the SZC quality team, PMO and stakeholders. The Head of NI Delivery will sit in the Civil Works Alliance Delivery Team and the SZC Client Programme Management Team with cross functional responsibilities.

Contextual Information

The SZC construction programme has a technical and commercial business case predicated on technical intelligent replication of Hinkley Point C. EDF will be an important supplier of nuclear capability for the SZC Programme from its established nuclear business footprint in the UK.

The Civil Works Programme comprises a series of sub-programmes, (Early Works and Enabling, Main Civil & Ancillary Works and Marine & Tunnelling), that will be delivered over a 10-year period. Each portion and project of the scope has been assigned to a combination of participants that will be responsible and accountable for the delivery.

The Civils Works Programme will deliver the Sizewell C Civil Engineering scope to support the MEH erection in the Nuclear, Conventional and Heat Sink islands.

To successfully deliver the Programme requires excellent coordination and integration with various programmes and sub-programmes including Site Delivery & Operations, Enabling & Earthworks, Marine & Tunnelling and Nuclear Island (MEH) programmes.

The execution strategy involves:

Maximising intelligent replication of HPC design to limit the extent of First of a Kind design.
Introduction and establishment of a programme management structure.
Using learning from the HPC project (and others) to optimise and simplify working practices and processes to maximise site productivity.
Intelligent replication of the HPC supply chain.
Joint commitment to truly collaborative working, and the Alliance Delivery and Commercial model that enables this.

Principal Accountabilities

The role holder will:

Define the work scope to be delivered within the packages of work and the interfaces to the other elements of the sub-programmes and programmes.
Securing the required resources to meet their project requirements, ensuring the maintenance of SQEP for any assigned resource and promptly identifying any personnel shortfalls or issues within their project team
Developing and executing effective execution strategies and plans in line with the overall Programme Definition Document (PgDD), setting out how the programme of work will be managed, organised and executed.
Leading, delivering and maintaining the associated Project Definition Document (PjDD) which sets out the “what”, “how”, “when” and “who” for the delivery of the scope works.
Maintaining effective communications with all stakeholders and execute the project or delivery strategies within their scope of work.
Drive the delivery of the associated activities to ensure they are delivered safely, on time, to budget, meeting business and technical requirements.
Complete CDM assurances and maintain CDM compliance for scope, whilst executing the delegated responsibilities of the SZC Principal Designer
Ensure compliance with all relevant SZC processes and procedures as detailed in the Integrated Management System.
Monitor and manage the progress of the programme – track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters.
Anticipate, manage and resolve issues within the scope of works. Identify risks and facilitate the resolution of all issues raised, develop and update the programme budget, and escalate any issues.
Ensure schedule is developed and maintained on their scope, consistently with the overall Project schedule. Escalate any discrepancies to the MCW Programme Manager.
Ensure the List of Deliverables (LOD) relating to the scope of work is delivered.
Apply the principles of Earned Value Management (EVM).
Report EV progress to Senior Management on a defined periodic basis.
Ensure suitable level of review is completed for the Contractor’s applications for payment.
Apply the principles of Continuous Improvement.
Ensure that lessons-learnt and knowledge-capture are practiced as business as usual.
Interface with other programmes to ensure a high-level view of how the total project is progressing and to identify and adopt the use of best practice.
Ensure that contract management requirements are fulfilled.
Establish and maintain effective working relationships with all project team members.
Maintain Quality management and control throughout lifecycle.
As a defined Nuclear Baseline role will be responsible for Intelligent Customer decision making and control accountabilities, as PM, IC and Nuclear Practitioner.

Nuclear Safety Accountabilities

This Post will have nuclear safety and environmental responsibilities (“roles”) which could have an impact on nuclear safety or environmental protection through the activities that they perform. These are detailed in the Nuclear and Environmental Baseline as Project Management, Intelligent Customer and Nuclear Practitioner.

Dimensions

This is a key role within the SZC Client Civil Works programme organisation and is responsible for the Execution strategy and delivery of the Civil Works activities associated with the Nuclear Islands.
The role is responsible for assuring integration of relevant OPEX and learning from HPC to assist definition of the optimised delivery of the Balance of Plant & Galleries buildings and structures.
This role will manage the interfaces with the Engineering teams and work closely with the other Programmes for the delivery of the total SZC schedule.
Delegate authority consistent with the management of the major contracts associated with the assigned programme of work.
Management of multi-level stakeholders and relationships with a range of internal/external stakeholders and organisations
In the region of up to 5 direct reports– plus a matrix team of other disciplines forming the project delivery team.
Interaction with EDF in France and/or with SZC Site Construction Team. The principles of a matrix organisation will still apply.

Knowledge, Skills, Qualifications & Experience

Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security, and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.
Demonstrate success in managing / developing:
- Engineering design, contract and field execution strategies for project delivery,
- Multi-discipline EPCM projects,
- Procurement and management of complex contracts,
Experience of managing / influencing contractors, consultants and other advisors throughout large and complex construction projects.
Control of costs; risk; schedule and change and proficient in the use of Earned Value tools.
Close out of commercial claims and the associated negotiations.
Experience of successfully engaging groups of stakeholders.
Able to demonstrate strong management skills including project management, financial management, change management and facilitation. Proficient in the use of estimating scheduling, programming and risk tools.
Experience of managing contractors, consultants and other advisors throughout large and complex construction projects, in a regulated environment. Including NEC and FIDIC contracts.
Experience of working with Alliances and Joint Ventures

The MEH Alliance which covers the mechanical, electrical and HVAC part, is an alliance of five partners. We are looking for a personal assistant who will support the Alliance Director and wider Leadership team.

This role provides dedicated, high‑level executive support to the Alliance Director and the role will act as a trusted partner, enabling effective leadership, decision‑making and prioritisation in a complex and fast‑moving environment.

What you’ll be doing

As the Execuive Asssistent, you'll provide high‑quality executive support to the Alliance Director, enabling effective leadership, decision‑making and prioritisation in a complex and fast‑moving environment. You'll manage complex diaries, priorities and commitments, coordinate meetings and engagements with senior internal and external stakeholders. Providing hands‑on support where needed, including arranging travel, accommodation and hospitality, and processing expenses in line with policy.

The Site Operations Water (Utilities) Assistant Project Manager (APM) supports the Utilities Service Delivery Manager in coordinating and managing utilities operations and maintenance across the site.

You'll oversee contractor teams delivering both temporary and permanent utilities services, ensuring the safe and efficient running of assets such as:

About Sizewell C

The Role

We are seeking an experienced Document Controller to join the Sizewell C project team. You will play a critical role in managing and maintaining the integrity of project documentation across all phases of construction and operation. Working closely with engineering, construction, and quality teams, you’ll ensure all documentation is accurate, up-to-date, and compliant with regulatory and project requirements.

The Skills

Proven experience in document control within large infrastructure or construction projects.
Familiarity with nuclear, energy, or other regulated industries is highly desirable.
Proficiency in using document management software (e.g. Teamcenter, Asite, ProjectWise Web, SharePoint, etc.).
Strong organisational and communication skills.
Attention to detail and the ability to work to tight deadlines.
Knowledge of ISO standards for documentation is a plus.

As Category Manager – Property, you will be responsible for identifying and delivering against agreed procurement strategies, predominantly within the Property and related spend categories. Reporting to the Head of Procurement Practice & Indirects, you will operate within delegated authority to make commercial decisions across assigned categories. The Category Manager – Property, plays a critical role within the SZC Supply Chain Group, with primary responsibility for developing and delivering procurement strategies across the Property spend category, alongside additional indirect categories such as Finance, Legal, and Insurance.

Key Responsibilities

Category Strategy & Commercial Leadership

Develop and deliver multi‑year category strategies aligned to business needs, SZC values, and governance requirements
Analyse spending data, market intelligence, trends, and innovation to inform strategic and tactical decision‑making
Lead complex, end‑to‑end procurement and tender activities from inception through to contract execution and implementation

Procurement Delivery & Governance

Deliver robust, compliant ITTs, including evaluation, negotiation, and contract award

Knowledge, Skills, Qualifications & Experience:

MCIPS accredited or educated to relevant degree level is preferable.
Effective commercial / contract management skills are essential, with clear knowledge of best practice contract methodologies.

Excellent commercial skills and ability to make sound decisions on both matters of financial value and service quality.
Understanding of contract performance measurement, risk management and change.

Your Impact

As Assistant Commercial Manager, you will play a key role within the SZC Supply Chain team, with accountability to the Supply Chain Manager for the effective commercial administration of multiple SZC contracts across the Project’s central functions. The role is empowered to make decisions within clearly defined delegated levels of authority, operating under the overall guidance of the Supply Chain Manager.

You will act as the primary commercial point of contact for the contracts assigned to you, working proactively and collaboratively with stakeholders at all levels and across all SZC Project teams. The post‑holder will ensure that contractual obligations are managed effectively and that contract delivery supports both the individual contract requirements and the wider objectives of the SZC Project.

Accountabilities

Providing support to the procurement process and Supply Chain Manager/Supply Chain during the contract creation phase (pre-award); including assessing the scope, duration and expected value of each of the Contracts against the budget and defining the commercial requirements of a contract.

The Assistant Commercial Manager is responsible for ITT preparation, evaluation and negotiation, ensuring that selected tenders are compliant with the scope and commercial requirements, including:

Provide stakeholder management across the Project.
Managing Supplier / Contractor commercial relationships and engagement
Implementing progress and dashboard reporting
Maintaining procurement and contract commercial files and records
Interfacing with Legal team on conditions of contract issues and non-disclosure agreements
Development of ITT/RFQ packages including technical, commercial, legal documentation
Ensure lessons learnt from EDF and HPC are captured and implemented in SZC procurement strategy
The Assistant Commercial Manager will provide support to the Supply Chain Manager in ensuring all internal governance approval is in place to enable timely Contract Award.

Participating in the contract kick-off meeting and organising the Supply Chain section of the meeting.

Commercially Administering the contract including Notices and Instructions; Applications, Invoicing and Payment; Variations and Changes; Disputes and Claims; Progress Monitoring and Financial Reviews; Liabilities; Confidentiality Agreements; etc.
Leading contract commercial reviews and attending progress reviews where necessary.
Participating in contractor performance management.
Ensuring contractual deliverables are met.

Proven experience in a procurement role with demonstrable responsibility and experience
The post holder will be a member of the Chartered Institute of Purchasing and Supply (CIPS) or a student member working towards the professional qualification

Experience of developing supply chain procurement strategies for Projects
Strong understanding of contract and commercial law and sound understanding of contractual terms and conditions
