Head of Regulatory Affairs

Sizewell C is entering an exciting phase of growth as we mature into an independent organisation and continue building one of the UK’s largest and most important energy projects. We are now recruiting the below position:

 

Position: Head of Regulatory Affairs

 

Location: Manchester or London office, hybrid working with a minimum of 2 days per week on-site. Travel to other office and site locations required.

 

Contract: Permanent, full-time

 

Salary: Competitive salary, plus benefits 

 

Benefits include:

About the Role:

Reporting directly to the Safety, Security & Assurance Director (executive board member) the Head of Regulatory Affairs is responsible for leading Sizewell C's regulatory affairs, licensing, compliance, integrated assurance and integrated management systems.

 

This is a senior leadership role with accountability for establishing and maintaining effective relationships with key regulators, ensuring compliance with Nuclear Site Licence requirements, permits and regulatory commitments, and providing assurance to the Executive Team that the organisation is operating safely, effectively and compliantly overall.

 

The role will lead specialist teams across Regulatory Affairs, Licensing & Nuclear Compliance and Integrated Management System Governance & Assurance, helping shape how Sizewell C engages with regulators, manages risk and delivers organisational excellence as it progresses through construction towards future operational readiness.

 

Key Responsibilities:

  • Lead and deliver Sizewell C's strategy for engagement with non-economic regulators.
  • Maintain effective and constructive relationships with regulators including ONR and the Environment Agency.
  • Lead regulatory affairs, licensing, compliance and assurance activities across the organisation.
  • Ensure compliance with Nuclear Site Licence Conditions, permits, consents and regulatory commitments.
  • Provide strategic oversight of the Integrated Management System (IMS).
  • Lead the Integrated Audit and Assurance Programme, ensuring assurance activity is proportionate and focused on areas of highest risk.
  • Deliver meaningful compliance, assurance and performance insight to Executive leadership.
  • Promote a strong regulatory, compliance and continuous improvement culture across the organisation.
  • Lead, develop and mentor multi-disciplinary regulatory, compliance and assurance teams.
  • Drive implementation of regulatory review recommendations and industry best practice.
  • Maintain certification against ISO 9001, ISO 14001, ISO 45001, ISO 27001 and PAS 2080.

 

Knowledge & Skills:

  • Strong knowledge and experience of Nuclear Site Licence requirements and compliance frameworks.
  • Experience managing ISO-certified Management Systems.
  • Excellent stakeholder management and relationship-building skills.
  • Ability to influence senior leaders, regulators and key decision-makers.
  • Strong communication and engagement skills.
  • Experience operating effectively within large, complex organisations.
  • Good knowledge of Health & Safety regulations and requirements.
  • Strong understanding of major infrastructure, operational or process plant environments.
  • Ability to establish long-term vision and develop strategies to achieve business objectives.
  • Strong leadership capability with experience leading multi-disciplinary teams.
  • Results-focused with a collaborative leadership style.
  • Knowledge of national and international HSE standards.

 

Qualifications & Experience:

  • Degree qualified or equivalent qualification supported by relevant industry experience.
  • Leadership of a Quality, Compliance, Assurance, Regulatory Affairs or Performance Improvement function.
  • Management of compliance with ISO 9001, ISO 14001, ISO 45001, ISO 27001 and PAS 2080 standards.
  • Track record of engaging with and influencing Executive Teams and senior stakeholders.
  • Background within a highly regulated industry.
  • Proven ability to develop and implement regulatory, compliance or assurance strategies.
  • Lead regulatory engagement and compliance activities.
  • Success in leading and developing multi-disciplinary teams.

 

Desirable

  • Business planning and financial management experience.
  • Knowledge of International/National standards on quality (ISO 9001/ 14001/ 45001/ 27001 PAS 2080)
