Deputy Programme Controls Manager
Location: Sizewell C, Leiston, Suffolk (min 2/3 days a week onsite) with occasional travel to other locations.
Contract: Permanent, full-time.
Salary: circa £95, 000 per annum depending on experience, plus benefits.
Benefits include:
- Annual Leave: 28 days per annum, increasing to 30 days after 5 years of service, plus bank holidays.
- Bonus: Up to 10% annual bonus.
- Car Allowance £6,900 per annum.

We're looking for an experienced Deputy Programme Controls Manager to lead Project Controls across our Site Delivery Programme, ensuring successful delivery through robust planning, cost control, risk management, reporting, and performance insights.

The Opportunity
Reporting to the Head of Programme Controls and working closely with the Site Delivery Programme Controls Manager, you'll lead the integration and continuous improvement of Project Controls across four key Site Delivery sub-programmes:
- Site Establishment
- Main Site Development
- Off-Site Infrastructure
- Site Operations
You'll provide leadership across Schedule, Cost, Risk, Change and Reporting functions, ensuring clear visibility of programme performance and supporting informed decision-making at the highest levels of the project.
What You'll Be Doing
Leadership & Programme Controls
- Lead and develop a multidisciplinary Project Controls team.
- Drive the delivery of integrated Project Controls across cost, schedule, risk, change and reporting.
- Ensure accurate, timely and insightful programme performance reporting.
- Act as the single source of truth for programme controls information and data quality.
- Support the continuous improvement of Project Controls processes, systems and governance.
- Champion digital innovation and best practice across the programme.
Stakeholder Management
- Partner with senior leaders, suppliers and delivery teams across the project.
- Provide assurance, challenge and support to improve programme performance.
- Influence key decisions through robust analysis and reporting.
- Build strong relationships across the wider PMO, supply chain and external stakeholders.
Performance & Delivery
- Drive successful delivery against safety, quality, cost and schedule objectives.
- Monitor performance, identify risks and opportunities, and implement improvement plans.
- Support suppliers in developing and maintaining effective Project Controls capability.
- Promote continuous learning and industry-leading Project Controls standards.
What We're Looking For
Essential Experience
- Proven experience leading Project Controls or PMO functions on large, complex infrastructure or construction programmes.
- Strong knowledge across multiple Project Controls disciplines, including:
- Cost Control
- Planning & Scheduling
- Risk Management
- Change Management
- Performance Reporting
- Experience managing large teams within a matrix environment.
- Ability to influence and manage senior stakeholders.
- Excellent leadership, communication and presentation skills.
- Degree-qualified (or equivalent) in Project Management, Engineering, Construction, Finance, Business or a related discipline.
Desirable Experience
- Membership of APM, AACE, PMI or similar professional body.
- Experience of NEC and/or FIDIC contracts.
- Knowledge of Site Operations contracts (security, logistics, catering, accommodation etc.).
- Experience working within alliances or collaborative delivery models.
- Nuclear sector experience.
